Latest news is that he has been unarrested (i.e. released and not formally charged) while they do more investigating. The two questions in my mind are proving intent and proving the peace officer part. The original charge was attempted murder of a peace officer. I don't know if they can get away with that for police cadets under their law.

It occurred at about 06:30 in California...which doesn't rule out a heavily impaired driver, but it can't be easy to hit that many people unintentionally. I'll sit on any conspiracy theories until more info comes in, but offering prayers for the injured.
I am waiting for more information to come out but I have pretty strong suspicions that this was not an accident. Driving the wrong way on the street. Not impaired at all. Cadets running in a formation of 75 with escort training officers and two escort vehicles (not sure if marked police units or not). Only reason it was so few hit was that the runners in the front of the formations saw the driver coming at them and were able to dive to the side. The ones hit were towards the rear and never saw him coming because their view was blocked until the others jumped out of the way, leaving them with no time to react.

My guess, with no evidence at all, is that the driver had been rejected from the academy for some reason.
