Unless things have changed in the last 10 years. If you are buying a firearm to gift to someone who can legally own and possess a firearm, then the answer to the question on the 4473 form, "are you buying the firearm for yourself" is yes, because you plan to use it as a gift from you. IANAL

I don't ever remember being told that TSA has an IQ requirement, in fact it seem if they did it would probably be to help them not hire anyone with an IQ of 75 or higher. Including management.

So this exemption only applies to Texas CHL's is what I'm gathering. If Trump really wants to make an executive order that does something, he could just suspend the "tax penalty" for those who choose not to participate. That would include any reason they choose not to.
