The law doesn't go into effect until September 1, 2017. That will happen automatically if he signs it or not. The only thing that could stop it from becoming law is a veto and that is not very likely at all.

SECTION 6. Section 411.195, Government Code, is amended to read as follows:
Sec. 411.195. REDUCTION OF CERTAIN FEES FOR SENIOR CITIZENS. Notwithstanding any other provision of this subchapter, if an applicant for the license is 60 years of age or older, the department shall reduce by:
(1) 50 percent any fee required for the issuance of a duplicate or modified license under this subchapter; and
(2) $5 any fee required for the issuance of a renewed license under this subchapter [if the applicant for the license is 60 years of age or older].
The answer is actually $35. All* Original and Renewal LTCs cost $40 now. Seniors per 411.195(2) get a $5 reduction on the $40 cost of a renewal or original LTC.

ETA:
*Some exceptions for indigency or if you are an active or retired judicial officer.

Passed the House today 129-17! Now back to the Senate for concurrence and on to the Governor's desk!

The bill would cost the state $22 million in lost revenue over the next two years, according to the Legislative Budget Board.

State Rep. Nicole Collier, D-Fort Worth who voted against the bill, said that the money should be spent on more pressing matters like schools or child welfare. She also said that guns are being given special treatment.

Senate still has to concur with making LTC free for Peace Officers, if they do, it is off to the Governor's Desk. If not, it is off to conference committee.

Nope. The only thing this affects is the cost to apply for a License to Carry. The committee substitute bill reduces the base fee for a first time application from $140 to $40 and the cost of a renewal from $70 to $40. The other changes the bill makes to the language of the law essentially have no effect on the current pricing for any other class of person wishing to apply for an LTC.
