A lot here that doesn't meet the eye. "Followed him into the parking lot ...". Maybe they followed him from a previous ATM withdrawal, or perhaps he knew them and it was a deal gone bad. Lot of details still missing.

But ... situational awareness.

The big difference to understand is that anybody can vehicle carry under MPA and the employer parking lot law. Only LTCs can keep firearms in vehicles on school parking lots.

And to clarify, it is not MPA that allows handguns in vehicles on private employer lots. In 2011, SB 321 added Sections 52.061 through 52.064 of Subchapter G to Chapter 52 of the Texas Labor Code. This is the one did not include school parking lots.

I also have an LTC, was carrying, and am a vet, and yet my most recent encounter with a DPS trooper was extremely unpleasant (without going into further details to avoid violating forum decorum).

Another report I saw on a different forum said the guy was "fleeing" when he was shot. If true, the shooter did not have justification.

Beaches in Texas are considered State owned public land. I think if you are in an unincorporated area, and are far enough away from buildings and roads, It should be legal to shoot there, I haven't worked up the courage myself to try it out though. I think this would be OK, especially along Follett...
