My wild guess is that legislators must look at HB560 as going too far, and CC is just eliminating government prejudice against the unlicensed.

My wild guess. TSRA didn't say that, I'm just trying to figure out the reasoning.

Edited to add: I am going to sign up for TSRA. I may not agree with them on this point of strategy and timing, but I think overall they do a lot of good.
When did you email TSRA? What exactly was the response?

Chas.
I did the same thing about a month ago and got a similar response.

Charles L. Cotton wrote:I would love to say so much more folks, but this is a public forum and I simply cannot expound on the situation. We need to fight hard for some very important gun bills we have filed. Clarifying "school activity grounds," exempting volunteer church security teams from the Occupations Code, dramatically lowering the LTC fee and several more improvements deserve our full support. We need to be strong in our opposition to anti-gun bills. We cannot let our anger at the death of HB560 yet again destroy our impact on Texas gun laws overall.

I will say this much. I'm a good soldier, but I cannot control everything, everyone or every organization. Immediately after this session is over, I will announce a new effort. I've outlined a comprehensive bill dealing with the carrying of handguns with and without a license in terms of license requirements, eligibility, off-limits areas, self-defense and more. When time permits, I will draft this comprehensive bill and when the session is over, I will launch this entirely new program. If we have a massive response it will be successful, otherwise, it will fail. It's that simple. Unfortunately, among the gun community as everywhere else in life, less than 10% of a group carry the load for everyone else. Only time will tell how many Texas gun owners are serious about sweeping changes to our gun laws.

Chas.
Looking forward to the new effort announcement. If it's in my ability, I'd like to help.
Ditto... I'm pretty active emailing with my State Rep/Senator and have consistently made my voter opinion on priorities (for any issue important to me, not just 2A) known. Happy to help with a broader effort as well.

I think the strategy might be to make the LTC as attractive as possible before pushing for the Constitutional carry. Maybe the TSRA believes that the licensed people are safer more responsible and more likely to be supporting the NRA/TSRA . Getting the pieces together such as reciprocity, free licensing, and authority to carry more places, makes the LTC more desirable.
If what you say is true, why did they feature unlicensed carry? I'm ok with the free license. But they also featured unlicensed carry instead of reducing restricted locations.
I think they are apeasing to their membership, but maybe their heart when push comes to shove, is to put 560 before all others. 560 is a bit complex and a little hard to explain in a news letter..

I still think we have a good chance to get the whole enchilada
Hope you didn't have your heart set on that enchilada.
I did, and am very disappointed. Seems to me the unlicensed open carry zealots are getting what they want at the expense of those of us who have gone through the process. These last couple of sessions have been a lot more productive for them than the rest of us.

Re: HB 560 - Holy Grail?

Would be very disappointed if we don't get any changes to off limits locations. 2 sessions now where the priories seem to be with things not really important to the licenseees who carry concealed daily.

Except Philadelphia! Its over 1 million population gives special status to shape its own gun laws. My daughter lives there and I don't carry when I visit because I'm afraid I'll get arrested for carrying while being white, straight, conservative, and male, or some other stupid stuff.
The only difference between Philadelphia and the rest of PA legally is you need LTCF to open carry.
Because i spend 4-6 weeks there (Northeast PA), I got a PA LTC mostly because of the gun free school zone interpretation that you have to have a license from the state the school is in. Where I stay is within 1000 feet of 2 public schools. Suggest anyone spending time there get one -- cost $22 and about 10 mins at the Luzerne County Courthouse.

I've been carrying there for years, and I've never seen anyone open carry. My brother - who is a LEO - said he occasionally encounters folks open carrying though. I have carried at professional sporting events and actual bars without incident. Sure hope HB 560 passes...Like I said it's kind of embarrassing to admit to my family that PA laws are less restrictive than TX laws....

Too risky . Studying the concealed carry law for a long trip is complicated with too many risks . Rather than suffering prosecution in other states I simply do not carry , reducing my travel . Would love to take my daughter to national parks and historical sites but not worth the risk . I'll stay in Texas . Sad but true .
I drive from TX to PA once a year to spend about a month there. The ridiculous stuff I've done to avoid 11miles of Maryland are worthy of a Seinfeld episode. I would like National Reciprocity-hopefully MD would be within scope since they are a 'may' issue-even if it only allowed me to carry in the car legally (without locking it up).

Removing the 51% restriction might sound like gun carriers want to get drunk and shoot the empties. Personally, I'd like to go to the best burger shack in town without disarming. It's a bar that defies certain prejudicial prototypes. It's motorcycle themed and quite family safe and friendly. The second time I went I saw a 51% sign and was surprised. It didn't seem like a place that should be off limits.

But I hate to think of theatrics on the State House steps, or drama queens in the legislative chambers gaining traction with blood-in-the-gutters fear mongering.
Read an article back in 2010 that stated 22 states allow firearms in bars, which I'm assuming means at least 50% of states allow it. How many of these states have real issues?

On a side note, I'll be visiting Pennsylvania later in 2017 and it appears that with a LTC, the only places primarily off limits is schools, court houses, secure portions of airport (federal), any federal facilities, correction centers and mental hospitals. Signs carry no force of law and you must be asked to leave or charged with trespassing. Pretty reasonable, if you ask me, and probably won't have to disarm the entire trip. :thumbs2:
