The chemistry of smokeless powder is considerably different than charcoal, sulfur, and saltpeter. But the premise is true, a gun does not burn atmospheric oxygen, propellants have their own.

Fortunately, if you have any business carrying a gun you can get the license. I'm not saying I like licensing a civil right, but if the unlicensed carry laws aren't perfect the first go-round, it's not as big a tragedy as backsliding on licensed carry laws would be.
