The LTC is tied to the DL. The DL number is actually on the LTC. Vehicle registration is not. You can always run what is called a "blind 27". A 10-27 is ten-code for a DL check. Running it blind means you don't have a DL number. It is run against a name and date of birth or just the name. ...

The last stats I saw indicated more children drowned accidentally in backyard pools than are accidentally shot by a handgun. If my child wanted to spend the night with a family that had a handgun in the house or a backyard swimming pool, I would choose the family with the handgun.

Problem is, how many of these "kids" that have confrontations with the CJ system have parents that care, or just parents? Like everything else, it will be dumped on the public education system to "parent" them. But it could have a positive outcome.
