As I understand it from the CHL class, the "within the walls of the building" definition of 'premises' still stands. You can drive into the dropoff lane or the parking lot. You may not enter any of the buildings.

Mostly the CHL's I know carry one and have a 2nd (pick one: in the truck, in the desk, in the briefcase, etc) at hand but not really 'on' them. There is one guy I know.
