Basically, all we need is someone to negotiate treaties with foreign powers for the benefit of the states. They could also mitigate disputes between states on things like interstate commerce, coordination of military forces / border patrol (equipment and manpower supplied and controlled by the states, of course). But most all functions could be managed primarily by the states.
We could definitely get rid of things like the department of Education, EPA, ATF, IRS (states could provide funding for the extremely limited federal government functions), and of course the Democratic party's brownshirts, aka the FBI and the DOJ.

No they cannot. They may be able to "force you" to put the camera down but recording is completely legal.
