Unless they can prove that the buyer KNEW he was ineligible, the system might have failed, but he committed no crime that I’m aware of. LTC should have the same carry restrictions as LEO who are not "engaged in the actual discharge of the officer's duties while carrying the weapon" but it might require a pro gun legislature to pass that.
