In her defense, she accounted for inflation when no one else did. A hair over 6 years ago, $40 is worth way more than $40 today. $40 then is worth a whopping $43 now. Know your math, people! $40 (2011) < $1000 (2018) = crumbs (2018) < $43 (2018)

You’re correct that it was done by a Hawaiian state agency, but the alert was no accident. Apparently, it required a 2-step authentication to initiate it , so the act was deliberate.
