I run with about 20 people that have a CHL. There are times that we will enter into conversations that deal with the penal code rules that have changed and I am amazed at just how many are not aware of those changes.
Having a CHL is a earned privelidge and refreshing your knowledge of the penal code once every five years is no imposition. We have all heard the "ignorance of the law is not a valid defense" statement, well we should be sure that we know those laws, to prevent breaking them because we did not know they were changed or added. Not doing so not only prevents us from protecting our rights to legally carry. If you get into a "conversation" with a LEO over you carrying your weapon in an area he might think is illegal, knowing that code could very well keep you out of those silver bracelets and your gun remaining in your holster. I personally feel better knowing that those of us who carry are knowledgable of the laws and prove at least basic shooting proficiency, once every five years, as a part of that earned privelidge. I want to also address the human body and how it is affected by age and health. As we get older it can become harder to remember the laws and qualify in proficiency. I personally saw a gentleman at one of my re-qualifications that shook so bad he could hardly hit the target and his vision was such that he actually shot the target next to his a couple of times as well. Five years earlier this was not the case with this man!!! Human beings will always look for the easy way out if offered.....oh and I also feel that we should all retake our driving tests once every 3-5 years for the same reasons!!
