The idea behind a fine is to represent the harm done to society by the offense. I don't think so. A lot of fines aren't for doing things which are bad, but for doing things which are more likely to lead to something else happening which is bad. e.g. driving 80 mph down the highway isn't a bad thing...

To some extent, I agree with the reasoning behind this. The idea behind a fine is to make it hurt enough to where people don't perform the same action in the future. Plumbers too...you don't appreciate them until you have a 6" sewer line in your yard burst spewing foulness into the street at 3am on Christmas... And having to put up with all the plumbers crack jokes, I think they deserve a carve out of 30.06/7 too. :evil2:
