I think because they are using .38 as a size class, not as a strict limit. If they explicitly declare that it must be .38 Caliber or above, why is it that 9mm is actually allowed? Is there an exception written elsewhere in the rules?

There were a couple people in my class that thought they wouldn't be able to shoot their 9s because 9mm is actually 0.354".
