Simple. Is it a member of a school district? If it is not, it is a business.

PC46.035 (f)(3)Premises means a building or a portion of the building. The term does not include any publick or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area.

If you care to interpret that literally, you better stay away from Dog Obedience classes while packing.
