I think that the most likely place where people can and will "just lose it" is on the highways. How many of us know someone or are someone that has been touched by "road rage?" Places where I can see otherwise reasonable people turn into total jerks with complete loss of rational thinking include: druken or drugged people, fanatics at professional sporting events, and people involved in court proceedings (especially divorce court!).
Responsible people make responsible decisions. Irresponsible people who make dangerous or even deadly decisions need to be prsecuted for their actions, not for the inanimate object they used in those actions.
