If it is a privilege, why did the courts rule that IL had to institute a conceal carry program? I think you're a little off on you're thinking on this point.
I believe in personal responsibility. It is my responsibility to keep up with laws that affect every area of my life. I don't need or want a government mandated class to "keep up" with the changes that impact my life.

I am a true believer in personal accountability. After the initial class it should be up to the individual to stay current. Let DPS send out a mailer every two years detailing any changes in the law. There's nothing preventing anyone who feels the need for additional education from attending a class.
