There is also some hearing information and legislative briefs from when the bill was being debated there as well.

thanks i bookmarked and saved a copy to my computer. made my head hurt after 30 minutes. it will take some time to digest it
I think it will be a little easier when the LTC-16 2021/22 comes out (assuming they still keep printing it). The hard part until then is to read the existing statutes and then going back to the bill and see what they change/replace.
the hyper links embedded in the online version made that a bit easier, but still Its a whole lot to absorb. i will read it at least 100 more times and make notes and cheat sheets to help explain it to my better half.
but according to my new neighbor that is building a house over from us, this new law will let him carry open everywhere and i mean everywhere so he tells me. :anamatedbanana .

philip964 wrote: Thu May 27, 2021 6:30 pm So is there a thread where one could find out everything about this new constitutional carry? I saw a map and Texas was listed as a constitutional carry state.

Does it affect LTC or me at all?

Did it really pass?

What are the new rules?

I assume there are rules?

I didn't pay much attention, as I thought it probably would not happen, but I understand it really happened. So now I'm interested.

Were there any changes for LTC folks? Carry in bars? Signs are only for non LTC?

My assumption is that nothing really changed except a criminal will have to be convicted of his first crime before he can't carry a gun? So on his arrests, he isn't charged with a gun crime, until he is convicted for the first time?

Or were there some cool things I need to know?

I plan on keeping my LTC regardless as it is very helpful after boating accidents.
Well, it's still awaiting the Governors action, but likely that's just a formality. On this thread many of us have been trying to understand the new rules (aka law). I guess the best place to start is to read the enrolled version of the bill itself.

Assuming Gov. Abbott signs HB 1927
If he doesn't after saying he would, he is making the most serious political mistake of his career as he is about to start campaigning for re-election.
that was my thinking, if he defaults and does nothing it makes him look even weaker.
i think we have a few contenders that can adjust him on the podium of political races

https://www.ltgov.texas.gov/2021/05/21/ ... agreement/
Patrick just had to throw in his crappola about how innocent they were of accusations of poison pills. Politicians make me sick to my stomach. What actually happened is they got inundated by those of us calling and emailing explaining that our vote for them depended on this passing and they decided that poison pill was a bad idea after all. Had Texans not responded in force, that bill would be dead. JMHO
Before you start making authoritative statements, you should see what is in the final bill. There may still be things in it that you would have considered a "poison pill" but are part of the compromises made when crafting law.

ETA: There is lots of evidence that this was worked on very hard by many members in both chambers INCLUDING the Lieutenant Governor.

1) It proceeded through the house rapidly
2) When it got to the Senate, a SPECIAL COMMITTEE, just for this bill was set up and staffed with many pro-2A Senators by Lt. Gov. Patrick.
3) The committee met quickly and voted out the House version of the bill without modifications.
4) The Senate acted quickly once it left the committee and allowed/voted on minimal amendments that helped to secure the votes of the Senators required to pass it including Senator Nelson.
5) While the House didn't concur with the amendments added in the Senate, both chambers acted quickly to appoint overall favorable members to the conference committees with LOTS of time to spare in the session.
6) Agreement between chambers was reached with 9 days left in the session. That is faster than both Open and Campus Carry in 2015.

All of the doom and gloom poison pill prognosticators need to watch a few legislative sessions before they start proclaiming themselves experts on the political process in Texas.
and i received a tweet from the Governor he was waiting on it to be delivered for him to sign...it was ambiguous in true politicians behavior, but it was a positive

5 Republicans. Several who have been pretty staunch 2A supporters.
I agree that several of these are staunch 2A supporters. Keep in mind, 2 of them added amendments that caused this to go to conference committee in the first place.

It was Senate Amendment F9 by Zafferini ("my" Senator :mad5) and it failed. Not part of the bill. There were 27 amendments proposed in the Senate and only 8 were adopted.
yes i saw that, and had some intense thoughts about the senator. she is "different" lets say
