Inmates with lesser offenses and non violent offenses were denied. A criminal with a serious aggravated offense was 1700% more likely to be paroled than offenders with far less serious offenses, even kiting checks. You have to understand it's about the money and prisons are money making institutions for private companies. Prisons run by TDCJ are rife with corruption as well. Ms Owens once slapped a news reporter when he tried to interview her after a Sunset Committee meeting with John Whitmire where she stonewalled the committee and left.
