The issue is finding a higher ed bill to attach it to whose author won't withdraw it if a campus carry amendment is offered. Looking over the intent and ROB calendars, the only higher ed bill authored by a Republican is by Ogden, so that won't work. There are several authored by Zaffirini, a couple by Van de Putte (the "doctors can't be trusted with guns" senator), and one by West (who is about as likely to allow it as Ellis).
The question isn't will they allow it. The question is, will they withdraw the bill when the amendment passes. Because it's clear that the amendment will pass no matter what bill it's attached to. The sad part is that a minority of the Senate can prevent a bill from being debated on its merits, even if a majority will vote for it.
Hirundo82, do you know what any of those other higher ed bills are about? I haven't looked in to them, but I would think the next best candidate for a campus carry amendment would be whatever bill is most critical or most sought by higher ed after SB 5.
I agree with what I think Baldeagle might be suggesting - if Ogden, Zaffirini, Van de Putte, and West won't allow SB 354 to be debated on its merits, will they actually pull their own higher ed bills after campus carry amendments are attached to them one by one? Would they be willing to have all their higher ed legislation shut down this session because they continue to stand in the way of campus carry? I'd love to see a campus carry amendment attached to each of these other higher ed bills, one by one, until either someone refuses to pull down their own bill with the CC amendment, or someone steps up to be the 21st vote for SB 354.
