That was pretty much my experience when I bought my PX4 at Cabela's last year. All the paperwork took about 25-30 minutes, with a CHL.
My brother (no CHL) had to wait two days for the NCIS check a couple years ago when he was buying (at Academy, I think).

The penalty for unlawful carry is either a 3d degree felony, or Class A misdemeanor, depending on the circumstances.

I recommend googling "white paper". This format is famiiar to upper level executives. The key element in a white paper is that your conclusion or recommendation comes first. Then you support it below that.
