Probably not great for outdoors. Kevlar is pretty good at resisting fire, gunfire and such, but it deteriorates rather quickly with sunshine and UV exposure.

Officer's involved need to be looked at, we know in Houston there are a few bad eggs within the police department. The USS Comfort treated very few, and was sent home because it wasn't used. Coumo preferred to use the nursing homes. He, like Muscillini did keep the trains running.
