Would be interesting to hear from a LEO on this, but, if I'm in this situation, I'm likely to volunteer my CHL. It depends on the tone of the stop though.... If the officer is relaxed and it all seems routine, vs. getting stopped by someone who's "having a bad day"... 3 reasons to voluntee...

Again, IANAL... Did DPS deny your license? What'd they say exactly? Are they saying you have been "charged" and the disposition is still pending? There is an eligibility requirement that would allow them to do so if something like this is still pending.. Arrested... is still not... Charged...

IMHO you should set up a separate company (legal business entity registered with the State) to do this business. I think you hit the nail on the head... [pre-paid legal] is complete representation through both Criminal and Civil, plus they've added some coverage for appeals. CHLPP is much less coverage, but they DO cover you out of state, where [pre-paid legal] does not. I was entirely put off by the CHLPP web...
