Driving Without A License is a Class C. Even Driving While License Invalid ( DWLI ) is a Class C unless multiple convictions in which is can be enhanced to a Class B. Also for clarification, this is what I normally carry in 45 ACP for defense loads. They do have some snap out of the Shield but nothing that cannot be managed.
