CHL Renewal After Expiration Still Available

[flash=][/flash]I have been advised by DPS that the administrative rule allowing someone to renew a CHL after expiration is still in effect. This means people can renew up to one year after expiration.

This is very good news.

It's definitely good news for procrastinators but how does DPS justify ignoring the law? The renewal bill is very clear about the timing.

Will renewal applicants need to submit a CHL-100 if their license expired prior to 9/1/2013?

Who knows? DPS is making it up as they go along with no concern for the actual legislation.
