Of course the perp's brother question's whether the shooter was really a good samaritan and asked if his brother was armed.
No, he may not have been, but he was beating the crap out of a police officer, and more importantly, told by a man with a gun to stop.

Of course he was armed. His two fists were deadly weapons in this situation!
