If they don't know who the shooter is, what his/her motives are, and have so little information, that they are relying on the public, for information, how can they declare that the public is safe?
Oh I get it.. this was obviously not a law abiding, LTC holder, shooting in self defense, or carrying a gun safely in a holster, which you know is a major safety concern. Nothing to see here...
