The wording of the bill is such that it only applies to Collin County.

What is this bill doing?
It appears to override the 10-acre/50-acre limits for shotgun/pistol-rifle discharge to be 100 acres for either.
I can't decipher the population limits. You say it only applies to Collin County?
Why would Collin county municipalities need to be able to regulate firearms discharge on properties larger than the original limits?

I was incorrect that the bill would apply to Collin County; HB2127 applies to Fort Worth, per the HRO analysis (the analysis explains the bill very clearly; main reason stated for the bill is to allow feral hog control in the Trinity River bottoms). I was confusing it with a bill passed in 2009 to prohibit Collin County municipalities from regulating discharge of firearms on tracts of land larger than the 10/50 acre limits even if they were annexed prior to Sept. 1, 1981.

Per Local Government Code Chapter 229, municipalities may regulate the discharge of firearms within their limits (§229.001). However, they may not regulate the discharge of firearms on land in their extraterritorial jurisdicion or land annexed after September 1, 1981 on tracts larger than 10 acres for shotguns or 50 acres (§229.002). §229.003 is the 2009 law regulating Collin County municipalities.

This bill applies to sections of land annexed before September 1, 1981 (ie land where the Fort Worth may currently prohibit discharge of firearms) as long as the tract is larger that 100 acres.
