One thing is certain, our new Lt. Gov. Dan Patrick is not afraid to lead off this session with the two most emotionally charged gun bills. Campus-carry (SB11 by Birdwell) and open-carry (SB17 by Estes) are scheduled for public hearing in the Senate State Affairs Committee on Thursday, February 12, 2015. SB11 (campus-carry) has a total of 19 “authors,” enough to get the bill to the Senate floor for debate and for it to pass. SB17 (open-carry) has a total of 12 “authors” and it likely has the support of Senators who have not or will not formally “sign on” to SB17.

Happy to report that my State Senator (Hancock) is a co-author of both SB 17 and SB 11.
I've sent him a note thanking him for doing so.

Good article Charles. Might want to go proof read it though.

" They are wrong on the gun rights issue, but threating them anyway other than as a gentleman or lady will not be well-received by the committee, or anyone else for that matter."

I hope things go well, but it appears to me that OCT and OCTC's tactics are paying off in that open carry in some form has jumped to the front of the line. I thought HB308 was "...arguably the most important Bill for CHL's since the passage of SB60 in 1995" (it is to me) but it has no companion in the Senate to even be heard in the faster moving Senate committee, no coauthors, no sponsors. SB17 has a companion, has coauthors out the wazoo in both houses, and is getting a hearing today.

OCTC and OCT supporters barked, and Patrick and the Senate jumped; not as far as OCTC/OCT wanted, but they definitely responded to the pressure. Kory and C.J. will gnash their teeth about it being licensed OC instead of "constitutional" carry, but in the end they will publicly claim credit for advancing OC in Texas (whether it passes or not, and whether or not the bill was originally TSRA sponsored) while still castigating NRA/TSRA and the Leg for 'infringing' due to the license requirement. This success will hearten their current supporters and bring them more, and convince them and others that vinegar does indeed trump honey.

I find this a dismal conclusion, but there it is.

During the hearing today, CJ claimed all kinds of credit with a statement about him being the reason they were all there
