Depending on what lower you can find and how much assembly you're comfortable with you could have a budget AR near your budget with a couple of little upgrades.
If you really want to build your own AR-15 you can add one of their 80% lowers for $45.

In a world where a Republican Senator from Texas came out of the closet in favor of gun restrictions, there might be a free market premium on a second hand AR that doesn't come with a paper trail.

Not a complete rifle but you can buy a complete lower at Primary Arms for $139.99 "Anderson Manufacturing Complete Lower"
If you watch sales you should be able to pick up a complete upper for $200-250 online, especially around this time next month.
This is my opinion. There are many like it, but this one is mine.

I bought one from them with a 80% lower--$323 shipped to my mailbox'
Pretty easy to mill the lower and have been happy with the gun so far, shoots and functions well.

I got a Radical Brand AR a while back for $399. So far it's a decent gun.
