This is rank speculation, but my guess is the fee won't go down. DPS still has to do pretty much everything for each renewal application, except look for a CHL-100 in the file. DPS doesn't get the fees, but the Code expressly requires DPS to charge a fee that covers the cost of processing renewals. Fingerprints are sent to the FBI for every background check (whether new or stored). I read the bill, but it doesn't seem to mention fingerprints (unless they are considered part of the renewal application form.)

if you have NOT paid, scrap the application and start over on Sept. 1.
If you already paid, you'll likely (worth calling and asking) lose your $$ if you scrap the application and start over.
Which is less cost, the renewal class or starting a new application after Sept 1.
(as my accounting professor liked to remind us... "Sunk costs are sunk")
