At least we know who will sponsor a bill in the House and in the Senate for next session. And we have the ammo to make it stick. So there's some value there even though it won't happen this session.

Springer filed HB3218 this session and I'm sure he'll file it again in 2015, if he's reelected. He's a freshman and the only person who would take it on. I suspect I know who the Senate "author" will be, but only time will tell.

They do that anyway. Sometimes they even pull out the stuff for the taxpayers and just keep their perks.
