...Attack the Shooter, even if no one is armed
with a weapon. If six people violently attack
an active shooter is is likely that one of them
will be killed...If they don't attack the it is
probable that they all will die. The best thing
is for the intended victim to react. The sooner
the better.

If the civilian/officer interdicts he has more
than a 50% chance of success.

He has the element of surprise and the
shooter is not prepared to fight an equal
opponent and the good guy has the moral
high ground.

He is probably more efficient with a firearm
than the “Active Killer”

If over half of active shooters are stopped by a
CCW or even an unarmed citizen, how many
more might have been stopped if an everyday
man or woman had received training on
responding to and confronting an active
shooter?

“Over and over we see that no matter how
well equipped and trained a police force may
be, they will never be there on time to prevent
the terrorist or active shooter from doing
what he is planning to do. Sure, the police
willrespond after the fact, but if you are one of
the first ones to die, it will still be too late.
Even at Virginia-Tech, with the police a
couple of blocks away, the shooter was still
able to kill a huge number of victims. Our
answer to this - make every man and
woman there a first responder with the
tools to eliminate the terrorist.

...In 21 incidents (13.1%), the situation ended after unarmed citizens safely and successfully restrained the shooter. In 2 of those incidents,24 3 off-duty law enforcement officers were present and assisted.

Of note, 11 of the incidents involved unarmed principals, teachers, other school staff and students who confronted shooters to end the threat (9 of those shooters were students).

In 5 incidents (3.1%), the shooting ended after armed individuals who were not law enforcement personnel exchanged gunfire with the shooters. In these incidents, 3 shooters were killed, 1 was wounded, and 1 committed suicide.

The individuals involved in these shootings included a citizen with a valid firearms permit and armed security guards at a church, an airline counter, a federally managed museum, and a school board meeting.25

In 2 incidents (1.3%), 2 armed, off-duty police officers engaged the shooters, resulting in the death of the shooters. In 1 of those incidents, the off-duty officer assisted a responding officer to end the threat.26

Looks like armed citizens had a very effective track record when engaging active shooters in this study. In the incidents where armed off-duty police officers, citizens, and security guards risked their lives to end the threat they appear have been successful in this study.
These actions likely saved the lives of students and others present.
