Now that the dust has settled a bit, I've begun thinking ahead to 2017. Without a doubt, HB 308 presented the greatest leap forward for gun rights in TX, of any gun Bill introduced in 2015. Will this Bill be revived for 2017?

In considering an HB 308-like Bill for 2017, we might also consider possibly dividing this leap into smaller steps.

If the 2017 legislative pulse still doesn't favor the full version of HB 308 (applicable to all CHL's), would an "Enhanced Permit" similar to Mississippi be a useful step in a good direction?

I think an enhanced permit would be a great idea. Not that I love licensing for a right anyway, but we have to operate within the boundaries given. I'd be willing to go through the training not to have to worry about the 30.06 and .07 crap.

Enhanced training isn't necessary. Texas CHLers have a 20+ year stellar track record. Walking into a certain building or attending a certain type of event won't magically transform the most law abiding segment of the population into trigger happy yahoos.

This was only the second go at removing the off limits places for CHLers. There's no reason to offer a compromise when this issue hasn't even made it to debate yet. The process usually takes a while.

The priorities for 2015 were open carry and campus carry. A lot of political capital went toward those goals. So there wasn't much left for any other groundbreaking moves.

This needs to be priority #1 for 2017

If I understood correctly, the formation of CHLs United through the Texas Firearms Coalition was to focus solely on the off limits locations, the same as HB308 was attempting to do. I think that Charles has a strategy in mind and is working out how it will be implemented. I'm guessing that it might be in advance of the 2017.

I'm ready to do whatever I can to help. We will likely not solve quickly off-limits locations like Federal property (Post Office, COE land) but there are some current off-limits places that are in control of the State which can be addressed. It would be just awesome to see September 1, 2017 (a normal effective date for legislation) as the day when LTC holders could go everywhere that LEOs do.
