DPS 2015 Legislations - CHL becomes LTC

The CHL is to become the LTC or "License to Carry". I think we could have come up with something cooler. All the other stuff we already know from the 2015 session, as interpreted by the DPS, below. And yes, they forgot to mention the reduction from A to C for carrying past proper signage...
