This is a huge benefit for Texans. I expect to see the LTC community in Texas increase dramatically.

No fees will allow/prompt Mr. and Mrs. Oldgringo, and perhaps other elderly folk, to renew their LTC's. Lord willin'.

Unless I missed something it did not change the renewal fee for the elderly.

I don't know, it's not clear at all what he meant.

I think he meant that the 61st (and all subsequent) person to renew each year gets the lower rate.
