Unless I missed something it did not change the renewal fee for the elderly.

So is it Zero or $40? Having a hard time figuring out which amendment passed or didn't pass.

$40 for new LTCs and renewals.

Over 60 renewals.... The 60th renewal for someone who got a license immediately after the first CHL law was passed would be sometime around the year 2295, and the licensee would have to be over 321 years old.

Or he could have meant "renewals for those over 60 years of age."

I don't know, it's not clear at all what he meant.

I think he meant that the 61st (and all subsequent) person to renew each year gets the lower rate.
