No, that's the standard procedure on the day of the hearing. If it's not voted on at the next hearing, that would be a bad sign, but even then it may not be dead. Sometimes it takes a while to get a committee substitute drafted that will get enough votes to pass out of committee. The longer it goes without a vote the less likely it will pass.
