Did you notice the agents working the checkpoint are armed? (see sidearm on figure holding wand).

I believe this if from a foreign country since TSA agents don't wear sidearms. By the clothes of the passenger I'm going to guess it's French.

Not necessarily TSA. They could be at the Harris County buildings, or Houston city hall. ;)

Observing the pic carefully, it'd highly suggest an airport /travel situation.

1. There's a large luggage w/ wheels in the xray machine

2. Although lawyers do use large briefcases w/ wheels. I don't think he's a lawyer from his clothing, and the case being red. I've never seen a red case in court..
