Would it be possible to financially penalize DPS for failing to adhere to the legislated time limits for issuing/denying a CHL?

I was thinking half the license fee is refunded on day 61/46, and the other half refunded 15 days later, but any formula of X% refunded for every Y days late would probably get DPS's butts off of their hands.

And limit them to 5-10 working days to find the problems with the application packet with a similar formula: W% of licensing fee refunded for every Z days after [limit] for an error in application to be found.

That does not penalize DPS, I don't think. If I remember correctly, the fees go to the general fund.

Ok, so you just say that DPS has to pay that money out of their fund, leaving the general fund alone.

Would be nice but doesn't the law state something about "unless any problems occur"? Which could be anything(under staffed, background check problems, etc...).
