When not logged in, the time shown on the web page lags the actual time by an hour. Why?

hummmm.......

When not logged in, you are looking at the default page for the forum (not a user's options, including time zone). So the time would be whatever is the default for the program being used by the forum owner.

Daylight savings time is not set correctly.
I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

In the TXCHLForum User Control Panel/Board Preferences, if I select UTC -6 for CST, the forum time is an hour slow.

For it to display the correct time, I have to select UTC-5 for EST.
