Irfanview is a nice little utility for quick light duty image editing like resizing, rotating light dark etc. it is quick free, and reliable. Works only in windows

Re: Clip art size in signature
mspaint works as well
comes with every version of windows
The older versions only did bmp, but the new ones (Winxp sp3+) support jpg, gif, etc.
Start->Run->type 'mspaint'
or in Vista/7, simply type 'mspaint' into the bar at the bottom of the start menu.
Open your picture, go to "Image->Resize/skew" and adjust there. Save the final version and you're good to go ;)
The version of mspaint in Win7 is a little different, but the resizer is still there.
