What did you mean by this? Was there a bill pending for this that got shelved, or do you mean the failure of the TSRA to push for one?

Yes. There was a bill that would have made it illegal for CHLs to carry on school grounds (including parking lots). The TSRA convinced the sponsor to let it die.

is there a law saying that you can carry in your vehicle without a chl as long as its not on your body as of september

There's nothing in the law that says you can't carry on your body, that I'm aware of.
