The question is: May a Non-resident that is 18-20 obtain a Texas Non Resident LTC? As in a college student going to college in Texas.

My opinion is yes. I have not read or seen anything otherwise. But remember, there is a good possibility that they may not have legal status outside of Texas. Also remind them that they will be required to carry concealed only until 21.

I assume you are speaking of on campus. Because I have never heard of an Open Carry restriction on LTC only for 18-20.

That wasn't stated, but I assume that's what he meant.

Yeah, sorry, I wasn’t very clear. Concealed carry only on college campuses. 18 to 21 with LTC can carry open or concealed.
