I did a search and didn't find prior discussion of this and it has now been introduced to the Senate. Per the article from NRA, as I understand it, this will allow carry in any state which has any type of licensing. As I understand from the article "Only Illinois and the District of Columbia4 do not have permit systems and prohibit carrying"
You still have to abide by the laws of the state in which you are carrying. Does anyone have an idea as to how this would work in say, Cali where the laws vary from county to county?

Today, March 13, U.S. Senators Mark Begich (D-Alaska) and Joe Manchin (D-West Virginia) introduced S. 2188, the “National Right-to-Carry Reciprocity Act of 2012.” The bill is the Senate companion to H. R. 822, which was approved by the U. S. House last November by a vote of 272-154.
Today 49 states either issue carry permits or otherwise authorize law-abiding people to carry firearms outside the home for self-defense.

I would imagine you have to abide by the laws in whatever county you're in. Just like the mythical KA residents who actually have a CCW.
