Huh???? Don't you think the LEO can see you fumbling around before he gets to your car? The LEO has no idea what you are doing! Place you hands on the steering wheel and proceed with the exact legal instructions the LEO will give you. I get my DL, LTC, and insurance out before my car has even come to a stop. Then hands on the wheel and items in my left hand.

I've never drawn any concern from and LEO doing it that way and also never gotten a ticket written. Only warnings and "thank you for carrying".

I would never be fumbling around in the car at the time the officer was coming close to it.

I carry DL, LTC & Insurance together in a small folding wallet in my left shirt pocket. It is easy to get to without alarming a LEO pretty much whenever I get it.
That said the last time I was stopped in Texas was before I had my CHL and I never even showed my license or insurance. Approx. 1998.

Next time was in Oklahoma, 2002, I forgot to turn on lights because I had automatic running lights. Still didn't show any ID. Just apologized to the officer for not turning them on. Pulling completely off the street into a parking lot may have helped because of improved officer safety.
