Some of these changes are probably needed. I know there were aspects of the Army's personnel programs I disagreed with and would love to see changed. But the very first tenet he lists under his talent management tenets guarantees the changes or the Marines will fail in the future. The saying that Marines are individuals and not inventory is a great and proper management practice for almost all civilian agencies. It does not work very well in military practice. Combat, by its very nature requires the management at times of the individuals as inventory. I know when I send Marines on a combat mission, some are not going to come back. How many Marines KIA for a specific accomplishment is a question that must be asked in planning, and that means Marines are not only inventory, but expendable inventory at that.
I don't like it. I would love to guarantee that every Marine came back from every mission. But it is a fact of life that the enemy will not cooperate in that goal. Wishing it were not so just guarantees failures somewhere down the line.
