I would not be surprised if NY adopts Rwanda standards in this matter.

I ran into this on my last trip into Kalifornia. Where in Kalifornia is Rwanda?

LA is heading there as fast as it can.

Couple places in CA are already there, I'll let you look them up. Google top ten cities with high murder rates, they will list a few.
