If I'm in another state can I transfer a rifle to someone using a FFL in person? I was going to NC.

Yes you can.

Yes. The rules just state you must transfer a handgun to an individual through an FFL in their state. So if I sell to someone in say Arkansas, I can legally ship the firearm to an FFL there to do the transfer. So, if you can legally carry into that state, and you can in North Carolina, then you can deliver it in person to them.

I would suggest calling the FFL first and letting them know you will be bringing them the firearm to make the transfer so they are prepared to do the paperwork.
