The man wanted for two murders in North Texas was transferred back to the Dallas County Jail after he was arrested near Austin.

Only FOX 4 was there when Silvestre Franco-Luviano was escorted into the Dallas County Jail Wednesday afternoon. When asked about the alleged murders, he refused to answer any questions and looked away.

Law enforcement officials said the 40-year-old Mexican national has a history of prior arrests and has been deported three times in the past.

Immigration officials say Luvaino was first deported in 1996 after a criminal conviction. He was caught trying to reenter in 2009 and deported a second time. Then in 2011, he was arrested again in Austin, sentenced to eight months in prison and deported a third time in 2014.

"I've been doing this kind of work for 30 years and know we have a very porous border. That's quite obvious," said Supervisory Deputy U.S. Marshal Hector Gomez with the Lone Star Fugitive Task Force. "Coming in and out of the country is relatively easy. I hate to say this is not unusual."

Luviano was arrested Tuesday night in Georgetown, north of Austin. He was wanted for a shooting spree early Monday that targeted at least five random drivers in Dallas and Cedar Hill. Two men – Ruben Moreno and Welton Betts – were killed.

After the shootings, police said Luviano broke into a home, stole a car and fled to Georgetown. He allegedly kidnapped a man in Georgetown but let him go after stealing his vehicle.

A tip led police to Luviano at a relative’s apartment. Police said he broke through a wall into an adjoining apartment and set a small fire as a diversion to try to get away, but officers were still able to tackle him at the bottom of the stairs.

When Luviano was arrested, police recovered a .45 caliber handgun and ammunition. Sources tell FOX 4 the gun was reported stolen.

I wouldn't normally advocating spending our tax dollars on a foreign criminal, but in this case perhaps a life sentence without parole in US prison is in order.
All other suggestions I have for this criminal's future violate forum rules.

He was in Texas illegally, he murdered 2 people using a stolen handgun. IMO that's enough for me to try him of capital murder, and have the appropriate sentence handed down.

I am married to a legal immigrant, and mighty happy about that, but the immigration mess that has resulted from not enforcing laws on the books while Congress ignores it doesn't make a lick of sense.

I don't know where the idea came from that any person, anywhere in the world, has a right to be here if they can get here. At some point in the distant past, it might have made sense, when the US was sparsely populated and trying to develop the NA continent. That day, it seems to me, is long past and no longer desirable, if it ever was.

You say everyone ought to have the right to live in a modern prosperous democracy? Fine. Let's make Mexico one. Let's require South American countries to meet the standard. Tell the Chinese to get with it. Forget the Middle East. Those guys are remorseless savages, and deserve their own fates. No point trying to give the cat a bath.

The world population is getting to the point where people have to bloom where they are planted, or not at all.
Luckily, I have enough willpower to control the driving ambition that rages within me.

Exactly! Especially since many of the countries they are coming from have much stricter immigration laws and border security than the U.S.
