Harbor Freight bench, usually $129 on sale is one solid bench and makes a fine reloading bench. Very stable with no flex. Also, because I was good my wife let me move my reloading stuff from the garage to an air conditioned room. Be good.

I can report that this solution works very well. A friend gave me two maple table tops, over an inch thick, that I used for the tops. The benches are very sturdy, and I customized the bench dimensions to my liking. I used the HF workbenches until I was gifted the maple tops: they are sturdy and cost effective, but too low for a reloading bench for me. I would also recommend securing one of these to the wall; mine were a bit wobbly without. That could have been a result of the assembler.

I think you can make a sturdy shelf or two with the leg supports and organize it a bit. (weight in the shelves will also make it heavy and much more stable) Small benches are fine but you have to be much more diligent on staying organized or they clog up so bad you will stall out. I struggle with this from time to time, as I'm not usually very organized.
My bench is actually smaller than that but I have a separate set of shelves in the closet, so I don't get over run with clutter. (I had to make my set up compact so I could load indoors in the A/C!) I try to only keep things out and on top of the bench that I'm currently working on.
